To run maintenance plans you need to have AgentXPs enabled.

To enable this in SQL Server 2008 use

sp_configure 'show advanced options', 1;
GO
RECONFIGURE;
GO
sp_configure 'Agent XPs', 1;
GO
RECONFIGURE
GO
