If your PC looks ok but will only connect to lightweight sites such as google. Its more than likely that the MTU setting on the machine is incorrect making access to sites like ebay impossible. 

Go onto another PC and download DRTCP from http://www.dslreports.com/drtcp  - and set the MTU to 1400, this will usually cure the problem.

To change the mtu in vista look at http://www.kitz.co.uk/adsl/vistaMTU.htm
